When final, the rule will cover the following institutions that are chartered by the state of New York:

• Banks

• Trust companies

• Private bankers

• Savings banks

• Savings and loan associations

It will also cover all branches and agencies of foreign banking corporations licensed pursuant to the banking law to conduct banking operations in New York and all check cashers and money transmitters licensed in the state of New York.
