The U.S. Court of Appeals for the Second Circuit is asking the New York Court of Appeals what are the minimum requirements necessary to satisfy a New York statute requiring nonresident attorneys to maintain an office for the transaction of law business within the state. The lawsuit alleges the statute violates the privileges and immunities clause of the U.S. Constitution.
